A well-managed system encourages turnover, keeps spaces open for customers, and prevents employees from occupying prime on-street parking all day.
Free parking may sound good, but in reality, it hurts small businesses by reducing access and increasing frustration when visitors can’t find a space.
Pricing and location management are the fairest, most effective tools to ensure availability and convenience.
Strong Elements in the Pilot
Affordable permits: $10/month for workers, business owners, and property owners to park in garages and lots a few blocks away—smart, fair, and sustainable.
Affordable convenient customer parking – essential for new customers and customer retention.
Encouraging walkability: Walking a few blocks for long-term parking is not a burden; it’s part of creating a vibrant, accessible downtown.
Focus on balance: Supporting businesses while ensuring parking access for customers and visitors.
Suggestions to Strengthen the Program
Payment Convenience: Ensure multiple easy options (meters, pay-by-cell, text-to-pay). Pair with incentives from businesses to soften resistance.
Digital Permits: Make long-term parking permits fully online and digital—no hangtags, no paper.
Clear Signage: Easy, visible, and user-friendly directions to lots, garages, and payment systems.
Safe Walkability: Well-lit, accessible connections between garages/lots and downtown.
Extend the Pilot: Six months is too short—12 months will provide stronger seasonal data and clearer business patterns.
Central Dashboard: Collect and share parking data (usage, turnover, revenue) in one transparent system.
Feedback Loops: Survey businesses and customers mid-pilot to complement the data with real-world experiences.
